China proposes export controls on 23 AI technologies, including models and agents

China's commerce ministry proposed adding AI, biotech and solar technologies to its export control catalogue, 40 in all, per a news report relayed by WTVB. The AI items number 23 and touch models, agents and computing clusters. API, website, app and SaaS access is excluded. Consultation closes Nov. 15. The ministry's own notice was not reachable.
