China proposes export controls on frontier AI models, agents and chip design
Per a Cloud Security Alliance research note, MOFCOM and MOST issued Announcement No. 48 on Oct. 16, proposing 40 technologies for China's export catalogue, 23 of them AI. Model weights and code would be restricted above 10^26 FLOPs or 2 trillion parameters. APIs and apps are not covered. Comments close Nov. 15. TopFive did not open the official text.
