New York bars AI chatbots from unsafe features for minors; AG can fine up to $25,000 a violation

Gov. Kathy Hochul signed S.9051B/A.10379C on Oct. 28. Chatbot companies cannot offer minors features such as posing as a real person, claiming a romantic or authority relationship, or promoting self-harm. Firms must offer more than one age-verification method. The attorney general enforces, with civil penalties up to $25,000 per violation. Restrictions apply "in the coming months."
