South Korea bets 21.3 trillion won on AI in record budget
President Lee Jae Myung asked lawmakers on Nov. 2 to pass a record 820.9 trillion won budget, with 21.3 trillion won for chips, physical AI and AI data centers, CNBC reports. A government is now paying to build its own frontier model.

A government just asked its parliament for the money to build a frontier model.
South Korean President Lee Jae Myung presented his 2027 budget to the National Assembly on Monday, CNBC reports, and pledged to "boldly invest in AI and future growth engines." The government first unveiled the plan in September. Monday's speech starts the fight to pass it.
The numbers Lee put in front of lawmakers
Total spending would rise 12.8% to 820.9 trillion won, or $610.14 billion, according to CNBC.
Semiconductors, physical AI and AI data centers would get 21.3 trillion won, nearly double the 2026 level. The Korea Times put the increase at 97.2% when the plan was released on Sept. 1.
The line that stands out, per CNBC:
4.7 trillion won for a sovereign AI model with the "world's highest performance."
The September plan also listed 2.6 trillion won for physical AI demonstration projects and 10,000 GPUs for a national AI foundation model, the Korea Times reported. CNBC says the government plans to train 2,000 specialists in semiconductor design and widen AI education for students, job seekers and workers.
Defense spending would rise 8.2% to 73.3 trillion won. Lee said the plan means "virtually no net increase in government debt," with new bonds used to repay existing debt, according to CNBC.
The money is there because exports are booming. CNBC reports South Korea's exports hit a record $115.3 billion in October, up 93.7% from a year earlier.
Seoul wants a model it owns
Read the budget next to the export numbers and the logic is plain. The chip boom is paying for Korea's bid to own more of the AI stack, model included.
A sovereign model is about control: whose servers, whose language, whose rules. Most countries rent that from a handful of US labs. South Korea is pricing what it costs not to.
Yes, governments promise "world's best" a lot. The difference here is a line item with a number on it, in a budget backed by record export revenue.
What it means for you
If you sell into Korea, the AI line items are the budget to chase: data centers, physical AI pilots, GPU clusters and training programs.
If you build products on US frontier models, expect Korean customers, public ones first, to ask whether a domestic model can do the job. Have an answer.
What to watch
The National Assembly still has to approve the budget. When the plan came out in September, the Korea Times reported that the ruling and opposition parties were expected to clash over it.
Watch whether the 4.7 trillion won survives intact. Then watch who gets the contract to build the model.
