Anthropic is buying its way deeper into government with a discount.

40% off every Claude product, with no minimum

Anthropic said on Oct. 27 that a new agreement with the General Services Administration gives government buyers 40% off Claude Enterprise, Claude for Government and the Claude API, according to Anthropic's announcement. Anthropic says it is the first time the discount covers every product surface.

40%.

Agencies buy at that price through GSA's Multiple Award Schedule. "Agencies are not bound by a minimum spend commitment," Anthropic says, so they pay for what they use.

Direct purchases from Anthropic qualify now. Purchases through cloud providers follow in the coming months, the company says.

The deal covers U.S. federal agencies plus state, local, tribal and territorial governments. Anthropic estimates it will save the government $1 billion.

The usage numbers behind the discount

Anthropic says about 500 U.S. federal, state and local organizations use Claude. It says weekly active users of Claude for Government are up about 8x since February, and that federal civilian agency usage grew about 20x in a year.

It also cites a Utah pilot. Claude Code went to 34 developers across 10 state agencies, and 71% reported saving 20 or more hours over four weeks. These are Anthropic's figures, not an outside audit.

On security, Anthropic says Claude for Government holds FedRAMP High authorization. Claude Enterprise is pursuing FedRAMP Moderate and is not yet authorized.

Price is the new sales pitch

Yes, a vendor discount isn't a policy. But government is the buyer whose procurement habits last for years, and a no-minimum, every-product discount lowers the cost of saying yes to a pilot.

The timing fits a pattern. TopFive reported on Oct. 25 that OpenAI discounts pulled big customers off Anthropic, and two days ago Anthropic filed for its IPO. A company headed for public markets wants recurring revenue from customers who rarely leave.

If you are a contractor delivering a Claude-based project for an agency, the agency's budget now stretches further on the same tokens. If you are a state IT team weighing a pilot, there is no spend floor to clear.

If you sell a competing model into government, this is your new reference price.

Watch the cloud channel and the rivals

Watch for cloud-provider purchases at the discount to switch on, and for the implementation program Anthropic says arrives "in the coming weeks." Then watch whether OpenAI and Google answer with a number of their own.

Government buyers: get the quote in writing.
